Press Release Statehood of the Federal Republic of West Papua VS Special Autonomy Law 21/2001
Indonesia government and international fora had supported a Special Autonomy Law 21/2001 for West Papua. During Implementation of Special Autonomy Law 21/2001 from 2001 to 2021 for West Papua without involvement of international fora to monitoring it. And also Indonesia government had rejected Special Autonomy Law version of U.S. Council on Foreign Relation for West Papua and rejected other countries to intervention and monitoring of Special Autonomy in West Papua.
In 2005, Papua Customary Council, organization of indigenous people of West Papua had organized heavy demonstration throughout the entire land of West Papua brought back and rejected the Special Autonomy because it had totally failed.
The Special Autonomy Law 21 2001 will end on 1 November 2021 and during 20 years the Indonesian government never implemented it well in its entirety in the land of West Papua or to be more specific the Special Autonomy has totally failed. It never protected nor brought general welfare to the Indigenous people of West Papua.
U.S. Congressional Hearing on West Papua in Washington,DC, after National Consensus of all factions on 14 May 2009 in Jayapura and 8 Collective Leaders from West Papua departed to Washington,DC for participation on the U.S. Congressional Hearing on West Papua that conducted by Congressman Eni Falaeomavaega and colleagues on 22 September 2010.
Formation of the State of West Papua, on 16- 19 October 2011, people of West Papua held the Third Papuan People’s Congress in Jayapura-Capatial State of West Papua. The Federal Republic of West Papua had formed at the Third Papuan Peoples’ Congress which was held on October 17 to 19, 2011, and attended by more than 20,000 Papuans from across the territory of Papua at the Zakheus Tunas Harapan Padang field Abepura Jayapura-State Capital of West Papua. Despite intense intimidation by thousands of fully equipped Indonesian security forces, the deep hopes of 2.5 million Papuan people were placed in this Congress. This assembly was the highest forum in which our people freely engage in the political decision making regarding the future of Papua.
Third Papuan Peoples’ Congress was drafted and ratified a Constitution, drafted and ratified a Profile of State, drafted and ratified a structure of state and governance, drafted and ratified a Profile of the government, set the territory / or borders of State, approved a national anthem, approved a national Flag and approved the type of Currency.
Public Announcement of the Formation of the Provisional Government, on 31 July 2018, We had formed and made Public Announcement of the formation of the Provisional of the Federal Republic of West Papua in Jayapura with the Central government consists of 19 Cabinet Ministers and State Institutions, Local government consists of 10 Provinces, 88 Regencies and 10 municipalities.
Formation of the Papua United Party and Papua Democratic Party, on 24 April 2021, Officials of the Provisional Government of the Federal Republic of West Papua officially formed two Political Parties at Manokwari, West Papua, namely: 1. Papua United Party and 2. Papua Democratic Party and on 18 June 2021 we declared the PAPUA UNITED PARTY and PAPUA DEMOCRATIC PARTY which are national, democratic and open.
Take over the Power from Indonesia, the Provisional Government of the Federal Republic of West Papua is prepared and ready to take over from Indonesia’s authority in the entire land of West Papua at the end of the Special Autonomy on 1 November 2021.
The Federal Republic of West Papua will give guarantee to Indonesian people and Foreigners who wish to become citizens of West Papua and ensure their safety and freedom from the point of independence onwards.
The Federal Republic of West Papua is a peace-loving State which accept the obligations contained in the present UN Charter and able and willing to carry out these obligations.
That further recognition and the transfer of the Power from the State of Indonesia to the State of West Papua shall be carried out in an orderly transition in PEACE under the auspices of the United Nations Peace Keeping Force.
